  • Qianfan's financing is SASAC-led, confirmed on three outlets. Spacesail's round closed at ¥7bn (~$973M, computed in TRACKED SERIES) against a ¥50.1bn post-money valuation, with foreign capital barred — a more open capital-formation model than Guowang's, but still deep-state-funded. No evidence found this run of any BRI-partner government formally canceling or downgrading a signed China cooperation agreement — the THESIS's falsifier (b) remains untripped. The disconfirming case has strengthened materially, though: India's IN-SPACe ban on AsiaSat/Chinasat/ APStar is no longer a single unverified report but a multi-outlet- confirmed, litigated regulatory action that has already displaced incumbent Chinese-linked capacity onto Intelsat/GSAT, tabulated in TRACKED SERIES. IMPLICATIONS FOR SES

Thread: "Chinese BRI Digital Silk Road" (priors.md, EXISTENTIAL, immediate horizon) — this dossier is now that thread's owning pointer.

SES's structural read, per the STRATEGIC FRAME, is that China-bloc infrastructure and US-bloc infrastructure (Starlink/Kuiper) squeeze SES from opposite sides in non-aligned markets. SES's non-Musk, European-anchored, non-Chinese identity is a structural asset only where the EU holds its strategic-autonomy line — see the IRIS²/SpaceRISE dossier for that side of the squeeze.

This dossier's threat model is demand-destruction, the same category the non-Western sovereign constellations dossier uses for India/Japan/Korea: a BRI partner state routing its connectivity or data-hosting needs through Chinese state-linked infrastructure is demand SES was never going to win, not share SES loses to a competitor it was contesting. The Tianwu Central Asia data-sovereignty lock is the first concrete instance of that mechanism on the ground. Honghu-3's confirmed schedule — a third mega-constellation, tracked in TRACKED SERIES — widens the squeeze into a three-program stagger (Guowang/Qianfan already hundreds deep, Honghu-3 at satellite #1, charted in STRUCTURAL DYNAMICS), though LandSpace's booster toppling is a genuine, if modest, reprieve on the launch-cost-curve timeline the window depends on before a sovereign-pipeline counter-offer (O3b, meoSphere) can get there first.

Cross-reference: the non-Western sovereign constellations dossier owns non-China sovereign programs in overlapping geographies (India, Central/South Asia) — read the two as distinct, non-competing threat vectors where a country appears in both, not a single blended risk.

ANALYTIC STANCE

Trust @planet4589 (McDowell, Harvard CfA) and china-in-space.com (Jack C., PROMOTED per the 2026-08-03 retro, named-byline, on-beat) as the two authoritative cross-check pair for Chinese launch/deployment counts; priors.md's own source-reliability ledger scores this pair highly. The Guowang count-reconciliation gap has NOT converged despite three provisional-adoption/verification passes: china-in-space.com's 186→195 count proved internally consistent across Groups 23-24 and priors.md adopted 195 as the reference figure (08-19), but this desk's own planet4589-derived extraction (data/series/constellation.jsonl) puts gross satellites launched at 225 through Aug — a fourth figure diverging FURTHER from 195 — and a fresh candidate 3rd tracker (Orbital Radar) found this run reads closer to 195 than to 225 but carries no explicit as-of date, a lead not a resolution, tabulated in TRACKED SERIES. Part of the gap is definitional (china-in-space counts in-orbit net of failures/deorbits; the extractor counts gross launched), but the size of the divergence exceeds what that alone explains — the same extractor's Qianfan figure (239) DOES match the press-reported number, so the Guowang-specific gap is real, not a methodology artifact across the board. Treat the 08-19 "provisional adoption" as exactly that, and revisit Open Question 8 before citing any single Guowang cumulative as settled. china-in-space.com's own domain has zero Wayback CDX history (priors.md PERMANENT LIMIT, 07-26), so third-party trackers carry the evidentiary weight here, not operator self-reporting. Distrust single-outlet Mandarin search hits without a dated cross-check against planet4589-launchlog.html's catalog — a stale "Group 10, 81 sats" article resurfaced under a fresh date match three times early in this dossier's life.

A secondary source's own arithmetic isn't self-verifying — recompute it. The Aug 22 SSST/Spacesail push carried a raise figure ("¥7bn, ~$1.94bn") whose implied FX rate (~3.6 CNY/USD) contradicted the SAME report's own valuation conversion (¥50.1bn ≈ $6.96bn, ~7.2 CNY/USD) — recomputing from the valuation's own rate gives ~$973M, carried accordingly.
